Art. 19. Ustawa wchodzi w życie po upływie 3 miesięcy od dnia ogłoszenia, z wyjątkiem art. 7 ust. 3, który wchodzi w życie z dniem uzyskania przez Rzeczpospolitą Polską członkostwa w Unii Europejskiej.
