6. Złoże kopaliny może być uznane za strategiczne w części, jeżeli w stosunku do pozostałej jego części nie jest możliwe zagospodarowanie złoża, w szczególności ze względu na istniejącą zwartą zabudowę, infrastrukturę znajdującą się nad złożem kopaliny lub zakaz prowadzenia działalności w zakresie wydobycia na terenach podlegających szczególnej ochronie.
