2. Jeżeli wymaga tego waga lub zawiłość sprawy, w szczególności w przypadku zaistnienia wypadku zbiorowego, katastrofy albo niebezpiecznego zdarzenia, czynności określone w ust. 1, w całości lub części, może podejmować Prezes Wyższego Urzędu Górniczego. W razie potrzeby Prezes Wyższego Urzędu Górniczego powołuje, w drodze zarządzenia, komisję specjalną do zbadania przyczyn i okoliczności tego zdarzenia, określając skład osobowy komisji i jej zadania.
