1. Stawki opłat, o których mowa w art. 133 ust. 2 i 3c, art. 134 ust. 2, art. 135 ust. 2–4 i art. 139 ust. 4a, podlegają corocznej zmianie stosownie do średniorocznego wskaźnika cen towarów i usług konsumpcyjnych ogółem, planowanego w ustawie budżetowej na dany rok kalendarzowy.
2. Na podstawie wskaźnika, o którym mowa w ust. 1, minister właściwy do spraw środowiska ogłasza, w drodze obwieszczenia, w Dzienniku Urzędowym Rzeczypospolitej Polskiej „Monitor Polski” stawki opłat obowiązujące na następny rok kalendarzowy, zaokrąglając je w górę do pełnych groszy.
