Art. 11. Organy administracji publicznej powinny wyjaśniać stronom zasadność przesłanek, którymi kierują się przy załatwieniu sprawy, aby w ten sposób w miarę możności doprowadzić do wykonania przez strony decyzji bez potrzeby stosowania środków przymusu.
